Limited Contacts is a situation where the agent is not allowed to see all the Contacts in their organization. They will only see Contacts they created themselves, that have been shared with them, or delegated contacts.
The ability to only view limited contacts can be set up in Roles. Navigate to the left menu, and then to the Directory. Hover over the Directory on the menu, and then select Roles. From here, you can manage different abilities, such as viewing limited contacts, for each account role.
